Rui Santos Ivo

President of the Board of Directors of INFARMED, I.P. Pharmacist, Specialist in Hospital Pharmacy (1992) and Regulatory Affairs (1997, emeritus). Graduated in Pharmaceutical Sciences from the Faculty of Pharmacy of the University of Lisbon (1987) and with postgraduate training in Health Law, Pharmaceutical Medicine, Regulation and Management of Health Units. He began his activity as a hospital pharmacist at the Egas Moniz Hospital in Lisbon. In 1993 he joined INFARMED, I.P. where he held the positions of member (1994-2000), vice president (2016-2019) and president (2002-2005; 2019-Present). He held various international roles, namely at the European Commission, the European Medicines Agency and the Coordination Group of Medicines Authorities of the European Union. Since 2021, he has been elected President of the Group of Authorities responsible for the Assessment of Health Technologies in the European Union. He is a guest associate professor in the area of ​​Medicines Regulation and Health Technologies at the Faculty of Pharmacy of the University of Lisbon. He received the Almofariz Award “Personality of the Year” (2004) and the Distinguished Service Medal – Gold Degree, by the Minister of Health (2015).

Ana Maia 

She has a degree in Biomedical Sciences and a master's degree in Pharmaceutical Medicine (2013). She is specialized in non-clinical and clinical studies for approval of medicines, Pharmacovigilance activities, and Regulatory affairs (national and international legislation) in the scope of medicine's marketing approval. She worked as a Clinical Research Coordinator at Hospital Garcia de Orta/BlueClinical and a Clinical Research Associate at Eurotrials and Chiltern, having also taken on roles at Sanofi Genzyme as a Medical Science Liaison, in the area of ​​oncology. She is currently responsible for the BlueClinical Clinical Research Partnership business unit.

Cristina Lopes

Master in Pharmaceutical Sciences (2000) and Doctor in Analytical Chemistry (2008). She has several years of experience in clinical research, having played several roles, such as study coordination, monitoring, and quality control. She has been involved in various roles at the hospital level, CROs, and pharmaceutical companies, since 2013 she has been Operation Director at Blueclinical (a clinical research company).

Rui Tato Marinho

Presidente da Comissão de Ética para a Investigação Clínica desde 2025. Médico gastrenterologista e hepatologista, com dedicação exclusiva desde 1991. Doutorado pela Faculdade de Medicina da Universidade de Lisboa (FMUL) em 2002 com nota máxima, 20 valores, é desde 2025 professor catedrático da FMUL, onde leciona desde 1987 e tem exercido cargos de coordenação pedagógica e científica, incluindo a direção do Centro de Medicina Paliativa e do mestrado em Cuidados Paliativos. É regente das disciplinas de Profissionalismo e de Hepatologia.

Foi presidente da Sociedade Portuguesa de Gastrenterologia, da Associação Portuguesa para o Estudo do Fígado e da Comissão Nacional dos Centros de Referência, além de diretor do Programa Nacional das Hepatites Virais (DGS). Integra comissões científicas e éticas de relevo nacional e internacional (Ordem dos Médicos, Comissão Europeia, OMS, European Centre for Disease Control, United European of Gastroenterology).

Pedro Barata

Pedro Barata has a Master's degree in Medicine, a degree in Pharmaceutical Sciences, and a PhD in Pharmaceutical Sciences from the Faculty of Pharmacy of the same institution. He is currently an Associate Professor at the Faculty of Health Sciences of the Fernando Pessoa University and, at a clinical level, works as a doctor at the Santo António ULS. He is also Vice-Chairman of the Ethics Committee for Clinical Research (CEIC) and a member of INFARMED's Medicines Evaluation Committee.

Raquel Silva

Coordinator of the CEIC Support Office. Master in Pharmaceutical Sciences from the Faculty of Pharmacy of the University of Lisbon (2002-2008). Beatriz Lima

Currently Director of the Faculty of Pharmacy of the University of Lisbon, Full Professor of Pharmacology and Pharmacotoxicology at the same institution, Coordinator of the Pharmacological Sciences Research Group and of the Nonclinical Safety and Regulation of iMed.Ulisboa. Beatriz Silva Lima has more than 20 years of experience as an expert in non-clinical and regulatory science at INFARMED and the European Medicines Agency. Until 2012, she was a member of the Committee for Medicinal Products for Human Use (CHMP), the Committee for Advanced Therapies (CAT), and the Scientific Advisory Working Group (SAWP). Beatriz Silva Lima is also a member of the Portuguese Platform of EUPATI (European Patient Academy for Therapeutic Innovation), is a member of the Steering Committee of the European National Platform of EUPATI, where she was a member of the Steering Committee of the European National Platform, co-chairing the Executive Committee.

Carla Torre

Assistant Professor of Pharmacoepidemiology, Pharmacovigilance and Risk Management of Medicines and Health Products at the Faculty of Pharmacy of the University of Lisbon (FFUL), Portugal. Co-coordinator of the Master's Degree in Regulation and Evaluation of Medicines and Health Products at FFUL.
Carla Torre has a bachelor's in Pharmaceutical Sciences from FFUL, a master's degree in Epidemiology from FMUP, and a PhD in Pharmacoepidemiology from FFUL. Fernando Almeida

Graduated in Medicine from the Faculty of Medicine of the University of Coimbra in 1981, Fernando Almeida completed the Specialization Course in Public Health in 1987 at the National School of Public Health of the NOVA University of Lisbon. He has been president of the National Institute of Health Doutor Ricardo Jorge since 2014, having previously held the position of vice-president of the board of directors of the Regional Health Administration of the Center and president of the board of directors of the Centro Hospitalar Psiquiátrico de Coimbra. He was also president of the boards of directors of the Sobral Cid Hospital, the Lorvão Psychiatric Hospital, and the Arnes Recovery Center, among other positions.

Célia Ventura

Célia Ventura is a researcher in the Genetic Toxicology Group within the Human Genetics Department of the National Health Institute Doutor Ricardo Jorge (INSA) and at the Comprehensive Health Research Center (CHRC) of NOVA Medical School (ORCID: 0000-0002- 0637-2222). After completing her degree in Clinical Analysis and Public Health in 1993, she began working in prenatal and postnatal molecular diagnosis and detecting carriers of hereditary coagulopathies and X-linked diseases at the Department of Human Genetics from 1993 to 2015. In 2019, she earned her PhD in Public Health from the National School of Public Health (ENSP) at Universidade Nova de Lisboa. Since then, she has participated in several national and European research projects focused on nanotoxicology (INGESTnano, ToxApp4NanoCELFI) and the risk assessment of chemical exposure to protect human health (HBM4EU, Expoadvance, PARC). Her current research area examines the effects of environmental agents on the human genome and epigenome, particularly concerning gene expression, DNA methylation, and the expression of microRNAs (miRNAs), along with their functional consequences. Célia holds a master's degree in Bioethics from Universidade Católica Portuguesa, which she completed in 2008. She has been a member of the ENSP Ethics Committee since 2020 and is also a member of the PARC Ethics Committee. Additionally, she served as an ethics adviser for a European Commission H2020 project and was a member of the Bioethics Committee of the Portuguese Society of Human Genetics (SPGH) from 2012 to 2023. She is currently the President-Elect of the SPGH and will serve on its Board from 2025 to 2027, having previously held the position of Secretary of the Board in 2020. Célia is the author of one book and two book chapters. She has authored or co-authored 20 peer-reviewed scientific articles and presented more than 30 oral communications at national and international scientific meetings.

Helena Canhão

Maria Alexandra Ribeiro

Alexandra Ribeiro was President of the Ethics Committee for Clinical Research until July 2024. Degree in Biology and PhD in Biology: Physiology and Biochemistry from FCUL; postgraduate degree in Bioethics from IB-UCP. Visiting Professor at NOVA Medical School, UNL; Vice-President of the European Network of Ethics Committees (EUREC) and Portugal's representative for ethics in clinical trials at the European level. She collaborates on various projects in the areas of ethics, clinical research, and scientific integrity. He has presented numerous papers at national and European conferences and has published widely in his field of expertise. Expert evaluator for the European Commission and Ethics Advisor.

Emília Monteiro

Lúcia Domingues

Professor and researcher at NOVA Medical School, PhD in Biomedicine. Her experience spans the entire research activity, from study design and protocol development to implementation and monitoring, actively contributing to a wide range of clinical and translational research studies. Lúcia is coordinator of the Master's Course in Clinical Research Management (MEGIC). This course aims to train professionals specialized in the area of ​​clinical research and clinical study management, covering in depth the main concepts and methodologies used in clinical research, including the design, implementation, monitoring, and analysis of clinical studies.

Ana Rodrigues

Professora auxiliar de Epidemiologia e de Envelhecimento da Nova Medical School  e investigadora principal da Unidade EpiDoC do, CHRC, da Nova Medical School. É responsável pela Unidade de Reumatologia do Hospital dos Lusíadas. Atualmente é Coordenadora Nacional do ReumaPt da Sociedade Portuguesa de Reumatologia. Licenciou-se e doutorou-se em Medicina pela Faculdade de Medicina da Universidade de Lisboa e fez a especialidade de Reumatologia no Centro Hospitalar Lisboa Norte/Hospital de Santa Maria. Fez o curso de Investigação Clinica, o CSRT, Clinical Scholars Research Training I and II da Harvard Medical School. As suas principais áreas de interesse de investigação são o estudo epidemiológico das doenças reumáticas, osteoporose e envelhecimento. Ana Rodrigues

Assistant Professor of Epidemiology and Aging at Nova Medical School and Principal Investigator of the EpiDoC Unit of the CHRC of Nova Medical School. She is responsible for the Rheumatology Unit of the Hospital dos Lusíadas. She is currently the National Coordinator of ReumaPt of the Portuguese Society of Rheumatology. She graduated and received her PhD in Medicine from the Faculty of Medicine of the University of Lisbon and did her specialty in Rheumatology at the North Lisbon Hospital Centre/Santa Maria Hospital. She took the Clinical Research course, the CSRT, and Clinical Scholars Research Training I and II at Harvard Medical School. Her main areas of research interest are the epidemiological study of rheumatic diseases, osteoporosis, and aging. She has also worked on the development and implementation of ICT in the promotion of health for the elderly.

Tânia Sitoie

Bachelor in Pharmacy and Master in Pharmaceutical Services and Medicines Control, Postgraduate in Pharmacoepidemiology and Pharmacovigilance, and Specialist in Pharmaceutical Regulation. She served as Head of the Pharmaceutical Department at the Ministry of Health of Mozambique (2007-2011) and as Head of the Hospital Pharmacy Department at the same Ministry (2011-2015). Actual President of the National Medicines Regulatory Authority (ANARME) of Mozambique.

 

Faculdade de Medicina da Universidade Eduardo Mondlane (FAMED)

Jahit Sacarlal

Epidemiologist, Full Professor of Medical Microbiology and current Director of the Faculty of Medicine at Eduardo Mondlane University, and academic coordinator of the Master's Degree in Field and Laboratory Epidemiology. He has more than 23 years of experience in teaching and research related to the development of medicines and vaccines for diseases with great repercussions in Mozambique and with around 150 publications in national and international scientific journals, manuals, and other documents. He has participated in more than 100 research projects and has a total of 8,318 citations, an h-index of 44, and an i10-index of 77. As a professor, Dr. Sacarlal is involved in supervising and mentoring around 80 master's and doctoral students, some of whom are pursuing postgraduate studies outside Mozambique. He continues to be involved in developing curricula for bachelor's, master's, and doctoral levels, including with external partners. He was the first President of the Institutional Health Bioethics Committee at the Faculty of Medicine and the Maputo Central Hospital, evaluating around 600 research protocols. Since 2014, he has been President of the Mozambique Immunization Expert Committee (CoPI). Professor Sacarlal maintains strong collaborations with dozens of international institutions and has ongoing funding as a researcher from EDCTP, NIH, AIDS, the Global Fund, and other funders.

Albertino Damasceno

Albertino Damasceno MD, PhD, FESC, FISH, is a Full Professor of the Faculty of Medicine of Eduardo Mondlane University, Mozambique. Previous head of the Cardiology Department of the Maputo Central Hospital between 1984 and 2018, he leads a very productive research unit in the Department of Medicine of the same hospital.
His areas of interest include hypertension and salt sensitivity, heart failure, stroke, and cardiovascular epidemiology. He was a member of the steering committees of several landmark studies such as INTERHEART, INTERSTROKE, RELY, THESUS, IMPI, REMEDY, and CREOLE. Is Author or Co-Author of more than 250 papers with more than 63 989 citations, a h Index of 63, and a i10-index of 150.
He is a member of the Lancet Commission on Hypertension, the International Society of Hypertension, the South African Heart Association, and the Pan African Society of Cardiology. He was one of the trustees of the ASO. He was a member of the WHO Strategic and Technical Advisory Group for Noncommunicable Diseases (STAG-NCD). He is now the president of the African Heart Failure Association from PASCAR.

Eduardo Samo Gudo Jr. 

Graduated in General Medicine (2003), PhD in Immunopathogenesis of Human Retrovirus Infection from the Oswaldo Cruz Institute in Brazil (2012), Junior Post-Doctorate in Emerging Viral Diseases from the European Foundation Initiative into African Neglected Tropical Diseases in Germany (2015), and Senior post-doctorate in emerging viral diseases at the same institution. He has experience in research in the areas of microbiology, endemic diseases, neglected and emerging diseases, epidemiological surveillance, surveys, and immunology. Member of the “Governance Board” of the African Society of Laboratory Medicine and the WHO/AFRO Expert Panel for the elimination of mother-to-child transmission of HIV and Syphilis in the African region. Since 2016, he has been a guest professor on the postgraduate course in Tropical Medicine at the Oswaldo Cruz Institute (Brazil). Between 2010 and 2014 he was the Head of the Department of the Network of Reference Laboratories and Services. From 2014 to 2018, he became the Scientific Director of the INS. From 2018 to 2022 he assumed the position of Deputy General Director of the INS. Since March 2023, he has been Director General of the INS.

Bindiya Meggi

Chief of the Division of Clinical Research at the National Institutes of Health. PhD (2020) in Medical Research – International Health – from the Ludwig-Maximilians University of Munich with the thesis “Accuracy and operational feasibility of using a simplified diagnostic technology to monitor viral load in HIV-positive mothers at the time of birth in the context to reduce vertical transmission of HIV in Mozambique”. Joana Morais

PhD in Parasitic Biology and Infectious Diseases from the Oswaldo Cruz Institute of the Oswaldo Cruz Foundation in Brazil, Master's in Immunology from King's College London, and a Graduate in Biomedical Sciences from the University of Brighton. Since 2016, she has served as General Director of the National Institute for Health Research - Ministry of Health (Angola). Between 2015 and 2016, she held the position of Vice-Dean for Scientific Affairs at the Faculty of Medicine of the Agostinho Neto University, where she has since maintained collaboration with the Department of Biochemistry, Clinical Pathology and Genetics as Assistant Professor. Her research focuses primarily on the clinical, molecular, and genomic epidemiology of infectious diseases, as well as the study of the molecular evolution of emerging and re-emerging viruses with an impact on human and animal health. Furthermore, in recent years she has initiated collaborations and participated in projects to strengthen institutional capacity and skills for the development of policies and regulatory instruments in the areas of Health Research and Bioethics. She has more than 40 scientific articles published in international journals with a high impact factor, and various PhD and Master's degrees, in National and International Postgraduate Programs.

Eduardo Tavares

Bachelor's degree in Pharmaceutical Sciences, postgraduate degree in Evidence-Based Health, and Master's degree in Health Economics and Pharmacoeconomics. In 2004, he joined the Hospital Central Dr. Agostinho Neto, as the Director of Pharmaceutical Services. In January 2007 he joined the Agency for Regulation and Supervision of Pharmaceutical and Food Products (ARFA), as the Head of the Operational Planning and Markets Division, and, in 2011, he was promoted to Director of the Pharmaceutical Regulation Directorate, where he remained until July 2016. At the same time, in 2009, he began his teaching activity at the Jean Piaget University of Cape Verde and later, in 2010, at the Intercontinental University of Cape Verde. In July 2016, he was appointed to the position of General Director of Pharmacy at the Ministry of Health and Social Security, having dedicated himself exclusively to this role until May 2019, when he took office as President of the Board of Directors of the Independent Regulatory Entity of Health, position held to date.
He was a member of the Advisory Council of the Agency for the Regulation and Supervision of Pharmaceutical and Food Products (ARFA), member of the High Studies Committee of the Forum of Regulatory Agencies for Medicines of Lusofonia (FARMED), member of the Rapid Action Technical Team, of the Oncology and the Hospital Infection Control Commission of the Cape Verde Ministry of Health.
He participated in the preparation of several studies and legislative proposals in the areas of regulating medicines and pharmaceutical products.

Maria da Luz Mendonça

Maria da Luz Mendonça is currently the President of the National Institute of Public Health and President of the Board of Directors of the Public Health Specialty College at the Order of Doctors of Cabo Verde. She served as National Health Director (2016-2018). She is also the health focal point for climate change and vice-chair of the Climate Change and Public Health Committee of the International Association of National Public Health Institutes – IANPHI. She is pursuing a doctorate at the Universidade Nova de Lisboa, at the Institute of Hygiene and Tropical Medicine, complementing her solid academic training which includes a Master's degree in Health and Development obtained in 2013 and a specialization in public health in 2011, also from the Universidade Nova de Lisboa, specialization in Medicine. Quinta Sanhá Insumbo

Dr. Quinta Sanhá Insumbo has been President of the National Institute of Public Health of Guinea-Bissau (INASA) since 2023. She has a degree in Medicine, a postgraduate degree in Hospital Management and a specialist in Family Medicine, as well as in Health Quality Management and Hospital Accreditation. She was General Director of Health Care Establishments at the Ministry of Public Health of Guinea-Bissau (MINSAP) as well as Coordinator of numerous projects at MINSAP itself, such as: CID, CRVS, Assistive Technology and among other highlights at MINSAP. She was also Clinical Director of the São José Pediatric Hospital in Bor. In addition to her professional achievements, the President also stood out for her commitment to the community.

Eula Maquengo

An infectious disease doctor and specialist in health surveillance (2017). Since 2024, she has been President of the Health Ethics Committee for Scientific Research in São Tomé and Príncipe. She has also been the Coordinator of the Hospital Infection Control Committee at the Central Hospital of São Tomé and Príncipe since 2018. She has been the second member of the Training and Specialties Committee of the São Tomé and Príncipe Medical Society since 2018, and a national and international consultant for the coordination and management of Public Health Emergencies since 2017.

Jeryson Ramos 

Jeryson Ramos was a laboratory technician at the Agricultural and Technological Research Center (CIAT), in São Tomé and Príncipe between 2018 and 2019, and since 2019, Pharmacologist at the Pharmaceutical Department of the Ministry of Health of STP and medicine warehouse manager in the fight against to Covid-19. He is currently coordinator of the undergraduate course in Pharmacy at the University of São Tomé and Príncipe and responsible for the Pharmaceutical Department (ARN) of the Ministry of Health. He is also a consultant in the area of ​​Public Health, particularly in areas linked to medicines and other health products. He has a degree in Life Sciences with a specialty in Physiology and Pharmacology, a postgraduate degree in Food and Nutritional Safety, advanced training in Clinical and Scientific Research, and a master's degree in Public Health.

President of the Instituto Superior de Ciências da Saúde Vítor Sá Machado since June 15, 2019. BISTP-University of Évora Award (2023). Current Rector of the University of São Tomé and Príncipe.

Vânia Castro 

Graduated in Pharmaceutical Sciences from the University of La Havana (Cuba) (2012). From 2010 to 2012, she worked as an assistant at the Pharmaceutical Technology and Quality Control Laboratories in La Lisa (Cuba) and from 2012 she started at Hospital Dr. Ayres de Menezes. Since 2014, she has held positions in the Pharmaceutical Department of the Ministry of Health of São Tomé and Príncipe where she is currently Responsible for Inspection, Licensing, and Pharmacovigilance Services in the Pharmaceutical Department of the Ministry of Health of São Tomé and Príncipe. In 2016-2017, she participated in the Empowerment Program for National Trade Facilitation Committees, where she became a member of the Santomean Trade Facilitation Committee in 2018. In the same year, she led the technical team that executed the 1st edition of the National List of Medicines. In 2019, she was part of the team that updated the National Pharmaceutical Policy.

Isaulina Barreto 

General practitioner graduated from Eduardo Mondlane University, Mozambique. He worked at Hospital Dr. Ayres de Menezes since October 2009 in the pediatrics service, where she holds the position of Clinical Director at Hospital Dr. Ayres Menezes. Since 2023, she has been Director of Health Care at the Ministry of Health of São Tomé and Príncipe.

Semôa do Espirito Santo

With a bachelor in Dispensary Pharmacy, she was responsible for the medicine deposit at the pharmacy at Hospital Central Ayres de Menezes, in São Tomé, and responsible for the pharmacy at Hospital Central Ayres de Menezes. She is currently responsible for the Pharmaceutical Department.
